The Impact of Digital Transformation on Facilitating and Improving the Quality of Public Services in Morocco

Abstract

This study addresses the issue of digital transformation as a strategic and indispensable option in the process of modernizing public administration, especially in light of the rapid changes occurring in the digital world. Digital transformation has become a necessary response to structural constraints that hinder public affairs management, particularly amid increasing societal demands for efficiency, transparency, and high-quality services.

The study is based on the hypothesis that digitization is not limited to integrating technological tools or digitizing certain procedures. Rather, it requires a deep transformation in the structure and functioning mechanisms of the administration through the adoption of advanced technologies such as information systems. This approach enables the reorganization of administrative work and the improvement of public service quality. It represents a genuine opportunity to overcome traditional bureaucratic inefficiencies, establish principles of good governance, and enhance administrative performance.

In this context, the study aims to explore the challenges of digital transformation and clarify its institutional and organizational requirements. It also examines the extent to which public administration is prepared to actively engage in the dynamics of digital transition and assesses its potential impact on improving the relationship between the administration and citizens. Ultimately, the goal is to ensure the provision of public services based on efficiency, transparency, and fairness within an advanced digital environment.
