Abstract

As a result of the economic changes and developments witnessed by Iraq, which led to the amendment of the Iraqi constitution, including the decentralized administration of the governorates within the framework of the trend towards local administration as a mechanism for achieving sustainable development, this study came to address the issue of local administration as a tool of development that aims to increase the efficiency of administrative performance in the state and then advance the goals of sustainable development, so the study aimed to stand on the level of local administration in Al-Qadisiyah Governorate and reveal the various problems and obstacles facing it and in return reach solutions that improve the reality of local administration of the governorate. Among the most important results reached by the research is that the decentralized local administrations in Iraq face major challenges represented by the mobilization of resources, the absence of local government systems and procedures that enable the collection of local revenues, the interference of political forces, and the inefficiency of the administrative and scientific governorate councils.
